The coastal zone in general and harbours particularly, focalize different competences. Intelligence, economy and durability. Three words to improve and develop the urbanization while preserving biodiversity and anticipate a perfect management for all parameters. Tihis approach will allow a right control annd management of the areas in order to establish a new governance.
